Novel Food Raw Material vs Health Food in China: Which Pathway Fits Your Product?
Overseas manufacturers constantly hit the same fork in the road: for my product, which route should I take — "Novel Food Raw Material" or "Health Food"? Both can get you into the Chinese market, but the cost, timeline, and marketing upside are worlds apart.
Novel Food Raw Material (formerly "New Resource Food"): Refers to ingredients with no traditional history of consumption in China. An application must be submitted to the National Health Commission (NHC); after a safety review, it is approved and published via official public announcement. Core constraint: you cannot make any health or function claims. That said, once approved, the material can be used as an ordinary food ingredient and sold in regular food channels. Timeline: typically 1–2 years, at moderate cost. This path suits factories that want to supply ingredients to Chinese food companies, or export products positioned as general food.
Health Food: Split into two tracks — Registration and Filing. Among imported health foods, vitamin and mineral supplements take the Filing route (fast track: ~6 months). All other products with specific health functions require Registration, which demands toxicological, functional, and hygienic evaluation reports. Timeline: typically 2–3 years, at significantly higher cost. Biggest advantage: you can legally claim approved health functions — a major asset for brand building.
Many overseas factories come to China with a product that has a "healthy selling point," only to stall at this exact question. The two paths diverge sharply on cycle time, budget, and what your label and marketing are actually allowed to say.
How to choose? Follow the product's true nature:
- New ingredient + you want it used in general food → Novel Food Raw Material
- Efficacy is your core pitch + you're ready to invest → Health Food
A classic (and expensive) misstep: factories assume that because an ingredient has "functional benefits," it automatically qualifies as a Health Food. Take the wrong lane and you don't just lose time — you burn the budget for nothing.
